The Federal Government establishes the Sustainable Infrastructure Committee with significant participation from ANTT.

The Federal Government published, on Thursday (7/18), Interministerial Ordinance No. 3, which establishes the Sustainable Infrastructure Committee for Land Transport, Ports, and Airports (COSUST). The committee was created to promote, within the Ministry of Transport and the Ministry of Ports and Airports, the implementation of sustainability actions in land transport infrastructure and the traffic sector, as well as waterway, port, and airport infrastructure.
The National Land Transport Agency (ANTT) is one of the entities that make up the Committee. The Agency's participation reinforces its commitment to promoting more sustainable, safe, efficient, and transparent land transport infrastructure. Furthermore, ANTT is responsible for collaborating in the planning and execution of sustainable actions that directly impact the land transport sector, with the ESG Cycle of the Prorev Program as a pillar of sustainability and safety.
Since last year, ANTT has integrated the ESG Cycle into the Revolutions Program (PROREV). PROREV aims to promote regulatory, technological, and behavioral revolutions within the Agency, modernizing regulatory and oversight processes and positioning ANTT within the context of best practices.
The ESG Cycle is an initiative aimed at integrating environmental, social, and governance best practices into the organizational culture and the concession contracts regulated and overseen by ANTT. This commitment to responsibility, sustainability, ethics, and transparency demonstrates ANTT's concern for the future and its understanding of the need to be an agent of change, setting an example for other regulatory agencies.
"This is another important step we are taking in promoting sustainability and governance in the transportation sector. ANTT's active participation in the Committee and its commitment to the ESG Cycle within PROREV reflect an integrated and strategic approach to addressing environmental, social, and governance challenges, ensuring a more sustainable future for Brazil's transportation infrastructure," emphasized ANTT's Director-General, Rafael Vitale.
Steps of the ESG Cycle at ANTT:
The ESG Cycle is structured in several stages:
- Evaluation and Analysis: Performance evaluation and policy review involving ESG principles.
- Goal Setting: Establishing goals and deadlines to improve performance.
- Integration into Strategy: ESG principles are incorporated into organizational culture, influencing decision-making, planning, and management.
- Implementation and Monitoring: Concrete actions are taken to achieve the set goals.
- Engagement and Communication: Transparent communication of achievements, challenges, and efforts to stakeholders.
- Review and Reporting: Monitoring of practices and data disclosure through reports as part of a commitment policy.
- Feedback and Adaptation: Understanding the process, evaluating, and refining strategies.
- Continuous Improvement: Ongoing enhancement and learning.
Since the launch of the ESG Cycle at ANTT Day on June 21, 2023, ANTT has promoted a series of events and live sessions to discuss and disseminate ESG best practices. Additionally, the Agency has formed strategic partnerships through the ANTT Coopera program, with key collaborations including Brasil Export and the International Finance Corporation (IFC) of the World Bank.
About COSUST:
The Sustainable Infrastructure Committee for Land Transport, Ports, and Airports (COSUST) plays a key role in the planning and implementation of actions related to the development of sustainable and resilient infrastructure, obtaining environmental licensing and regularization, executing and managing programs and compensatory and mitigating measures for socio-environmental and climate change impacts, promoting inclusion, diversity, and social participation during the planning and execution phases of infrastructure works, managing public domain areas, and handling procedures for the compulsory displacement of people.
The Committee will submit its annual report of activities and planning for the following year to the Minister of Transport and the Minister of Ports and Airports by March 30 each year.
The Committee is responsible for supporting the planning and implementation of actions related to:
I. The development of sustainable and resilient transport infrastructure; II. The acquisition of environmental licensing and regularization; III. The execution and management of compensatory and mitigating programs and measures for socio-environmental and climate change impacts; IV. The promotion of inclusion, diversity, and social participation during the planning and execution of infrastructure works; V. The management of public domain areas; and VI. Procedures for the compulsory displacement of people, such as expropriations, relocations, and resettlements, among others.
